The failure of an oil-insulated circuit-breaker located in the electrical system near the intersection of Eckford and North Court Streets blacked out the city for just over an hour Wednesday night. Andy Hall of the Water Valley Electric Department speculated that water may have gotten into the device through a crack in the insulation.
