AN ORDINANCE AMENDING SECTION IX (B) AND SECTION X (D) OF THE WATER RESOURCES MANAGEMENT ORDINANCE  OF THE CITY OF WATER VALLEY DATED AUGUST 2, 2005,  AS AMENDED BY AMENDMENT DATED MARCH 4, 2008, AMENDING USER RATES FOR WATER AND SEWAGE SERVICES
    WHEREAS, on August 2, 2005, the City of Water Valley, Mississippi adopted the Water Resources Management Ordinance;
    WHEREAS, by amendment dated March 4, 2008, Section IX and Section X (C) and (D) of the Ordinance was amended so as to create certain classifications of users of water and sewage services provided by the City of Water Valley, to increase the user rates for said services and to provide for an effective date of such increase; and
    WHEREAS, the City of Water Valley now desires to amend the Ordinance, as amended, with regard to Industrial Users (as hereinafter defined).
    BE IT ORDAINED BY THE MAYOR AND BOARD OF ALDERMEN OF THE CITY OF WATER VALLEY, MISSISSIPPI THAT SECTION IX (B) OF THE WATER RESOURCES MANAGEMENT ORDINANCE OF THE CITY OF WATER VALLEY DATED AUGUST 2, 2005, AS AMENDED, IS HEREBY AMENDED AS FOLLOWS:
    B.  For each Industrial User, which shall be defined as any user that consumes in the aggregate more than 600,000 gallons of water per month, there is hereby levied and imposed for each meter a minimum flat charge of $9.00 per month which is hereby fixed, set and established as the rate for the use of water per month for the first 3,000 gallons per meter. The following rates are hereby levied and imposed for all water used in excess of 3,000 gallons per month:
1.      Next 3,000 gallons: $9.00 + $1.50 per 1,000 gallons, not to exceed 6,000 gallons.
2.     Next 4,000 gallons: $13.50 + $1.30 per 1,000 gallons, not to exceed 10,000 gallons.
3.    Next 10,000 gallons: $18.70 + $1.15 per 1,000 gallons, not to exceed 20,000 gallons.
4.    Next 30,000 gallons: $30.20 + $1.05 per 1,000 gallons, not to exceed 50,000 gallons.
5.    Next 150,000 gallons: $61.70 + $0.80 per 1,000 gallons, not to exceed 200,000 gallons.
6.    Next 2,800,000 gallons: $181.70 + $0.60 per 1,000 gallons, not to exceed 3,000,000 gallons.
7.    All over 3,000,000 gallons: $1,861.70 + $0.30 per 1,000 gallons.
    BE IT ORDAINED BY THE MAYOR AND BOARD OF ALDERMEN OF THE CITY OF WATER VALLEY, MISSISSIPPI THAT SECTION X (D) OF THE WATER RESOURCES MANAGEMENT ORDINANCE OF THE CITY OF WATER VALLEY DATED AUGUST 2, 2005, ARE HEREBY AMENDED AS FOLLOWS:
D.  INDUSTRIAL SEWER RATE CHARGES:        There is hereby levied and imposed, as an Industrial User sewer rate a user charge for operation of the Municipal Sewage Treatment Works consisting of the following rates to be levied per meter, to-wit:
1.      For the first 3,000 gallons of water used or consumed, a flat monthly fee of $7.50.
2.     Next 7,000 gallons: $7.50 + 50% of the water charges over 3,000 gallons but not to exceed 10,000 gallons.
3.    Next 10,000 gallons: $12.35 + 70% of the water charges over 10,000 gallons but not to exceed 20,000 gallons.
4.    All water used in excess of 20,000 gallons per month shall be charged at 75% of the monthly water charges.
    This Amendment only relates to and affects Section IX (B) and Section X (D) of the  Water Resources Management Ordinance of the City of Water Valley dated August 2, 2005, as amended. All other parts of said ordinance shall remain in full force and effect.
    This Amendment shall be effective as provided for by law.
    The foregoing Amendment, having first been reduced to writing, read and considered, was adopted in whole on motion first made by Alderman Lance Clement and seconded by Alderman Charles Harris, and upon a vote of the Aldermen as follows:

Alderman Sherry Martin voting Absent.
Alderman Tommy Swearengen voting Absent.
Alderman Fred White voting Nay.
    By letter to the Board of Aldermen dated January 26, 2009, William G. Norris, Mayor of the City of Water Valley, Mississippi, vetoed the foregoing Amendment pursuant to the provisions of Miss. Code Ann. ’21-3-15(2)(b).
    At the regularly scheduled meeting of the Board of Aldermen held on February 3, 2009, motion was first made by Alderman Lance Clement and seconded by Alderman Charles Harris to override the Mayor’s veto and adopt the foregoing Amendment in whole, and the vote of the Aldermen carried as follows:

Alderman Sherry Martin voting Aye.

  Central Mississippi, Inc., a non-profit community action agency, is seeking applicants to fill three positions in the weatherization programs.
Weatherization Coordinator
 II
Characteristics of work
  This position requires oversight, with integrity and accountability, of the weatherization programs administered by CMI, in accordance with funding source guidelines and regulations. Incumbent works with the Weatherization Coordinator to carry out the goals of the program. The work is subject to general and periodic review through conferences, performance evaluations, and written reports for conformity with established policies and job responsibilities. The official work station is in Winona, but work will be performed in a seven county service area.
DUTIES AND RESPONSIBILITIES:
1. Assist with the daily management and supervision over the weatherization programs
2. Participate in and supervise contractors in the approved weatherization process
3. Maintain accurate, up-to-date records/files; prepare reports, as required/requested
4. Track and document expenditures by job
5. Purchase and deliver materials to work sites; document and verify materials used and labor costs, by house
6. Perform pre- and post-inspections on each house/job
7. Provide training and technical assistance to contractors, as needed
8. Provide health and safety education, consumer education, etc. to home owners
9. Attend conferences/training as required
QUALIFICATIONS:
1. Education/experience:
  • Bachelor’s degree from an accredited college or university in business administration, social work, or related field; OR certified vocational training in construction/building trades/carpentry; OR an equivalent combination of work experience and education
  • Prefer at least five years experience in housing construction/building trades
2. Knowledge, skills, and abilities:
  • supervisory experience; experience in human relations work; must demonstrate the ability to accept and follow instructions and work independently; ability to manage budgets, analyze problems, and apply sound judgement; working knowledge of office machines…computers, fax machines, copy machines, calculator, etc.; ability to perform multiple tasks, work under stressful conditions at times;
  • must own or have access to an insured vehicle and have a valid driver’s license;
  • must have a vehicle which has the capacity to haul building materials and supplies
  • must be able to travel to work sites in a seven county area, as well as to conferences/training outside the CMI service area,  sometimes requiring overnight stays
3. Personal characteristics:
  ability to communicate and interact with all sectors of the community; pleasing personality; good verbal and written communication skills; good organizational and time management skills; must be honest, fair, reliable, open-minded, cooperative, adaptable to change, flexible, accountable; be willing to work until a job or task is completed; must demonstrate professionalism; be willing to undergo a background check and/or screening, if necessary or required.

Administrative Assistant
Characteristics of work:
Work involves performing a variety of duties that support the weatherization programs administered by CMI. Incumbent works in the weatherization department under the supervision of program coordinators. The work is subject to general and periodic review through conferences, personal inspections, and written reports for conformity with established policies and job responsibilities. The official work station is in Winona.
Essential Duties and Responsibilities:
1. Maintain an accurate filing system for sorting, classifying, retrieving, and disposing of such documents as client data, vendor invoices, correspondence, records, reports, and other pertinent program information in order to insure efficient and effective program operations.
2. Type correspondence, memorandums, forms, reports, and other materials, as required/requested.
3. Perform general program receptionist duties such as answer the telephone, greet visitors, etc.
4. Assist supervisory staff to  maintain adequate office supplies and equipment inventory relative to the weatherization program.
5. Promote a cooperative and collaborative climate within the department.
6. Serve on the central office telephone committee.
7. Perform related or similar duties, as required or assigned.
Qualifications:
1. Education/Experience:
  • High school diploma or equivalent (GED).
  • Prefer three years experience in the above-described duties, and in social/human service work.
2. Knowledge, skills and abilities:
  Ability to give and receive information through acceptable speaking and listening skills; must demonstrate ability to accept and follow directions accurately and work independently; ability to perform multiple tasks at one time, work under stressful conditions at times; good verbal and written communication skills; must have a working knowledge of various kinds of office equipment…computer, fax machine, calculator, copy machine, etc.

Duties and Responsibilities:
1. Install weatherization measures on houses selected for the service, in accordance with funding source guidelines and instructions, under the direct supervision of CMI’s Weatherization Coordinator; labor costs are at a fixed rate per house
2. Retain a work crew compatible with work to be performed.
3. Assist with maintaining records and tracking expenditures, by the job.

2. Prefer at least five years experience in housing construction/building trades
3. Must be able to travel in a seven county area to install the weatherization measures
4. Must be physically able to perform the task…lifting materials/supplies, climbing on ladders, crawling in attics, etc.
5. Must own or have access to an insured vehicle and have a valid driver’s license
6. Must have a vehicle which has the capacity to haul building materials and supplies
7. Must be available to travel to conferences/training outside the CMI service area, sometimes requiring overnight stays
8. Ability to communicate and interact with all sectors of the community
9. Be willing to work until a job or task is completed
10. Must be honest, fair, reliable, cooperative, adaptable to change, accountable

PUBLIC FORUM NOTICE
  North Central Planning and Development District will host a public forum concerning the 2009 Delta Regional Authority (DRA) federal grant program. The forum will be held on Friday, February 27, 2009, at 4:30 p.m. in the courtroom of the Montgomery County Courthouse in Winona, Mississippi. The purpose of the forum will be to provide details about the DRA’s federal grant program.
